Every vehicle manufacturer sets a minimum RPM so that the vehicle can idle. The idle air controller (IAC) circuit regulates idle when the throttle plate closes (idle). If the PCM detects a problem it attempts to restore normal RPM. If this fails it sets the P0511 Code.
